Offaly landlord asks if RTB [Rental Tenancies Board] is impartial following dispute with tenant

Reader of Tullamore Tribune recounts own experience of RTB and says 'case closed before it was even opened'
A READER of the Tullamore Tribune has penned a letter to the newspaper's Editor recounting their experience of dealing with the RTB [Rental Tenancies Board].
The reader recounts how they asked the board to mediate in a dispute with a tenant but claims the case was "deemed closed before it was even opened."
The letter reads as follows:
Dear Editor,
Recently I had reason to contact the RTB (Residential Tenancies Board) to mediate in a dispute with a tenant.
All necessary information was provided as stipulated by the RTB. This included an active mobile no. for the tenant in question.
The address provided was not her current address, but her phone number was active and accepting texts and phone calls.
This lady was granted a new home by the county council and I approached them to forward the address to the RTB, but due to GDPR they could not oblige. Surely there should be some communication between state bodies. The case has now been deemed closed before it was even opened
My question is: Is the RTB fair and impartial to both landlord and tenant or is it just another form of taxation?
Yours sincerely,
