“He was wearing a white/light coloured shirt, a navy bodywarmer, blue jeans and brown shoes. He had brown hair and possibly aged in his late 20s or early 30s.
“Thankfully, the life buoy was found discarded the following day in the nearby carpark and it is still fit for use.
“We are anxious to progress this investigation and so we appeal to anybody who may have travelled in the area of Quay Street or within the carparks on that street and who may have observed this man to make contact with us.”
Anyone who was in the area with a dash-cam between 1am and 1.30am on December 1 is asked to please make the footage available to Gardaí.
If anybody can assist with this investigation in any way they are asked to contact Gardaí in Ballyshannon on 071 9858530.
