Donegal GAA club regranted permission for new clubhouse and spectator stand

Leitir-based Na Rossa GAA have been granted planning permission by Donegal County Council, after reapplying to build a new GAA clubhouse and a covered spectator stand adjacent to the Na Rossa GAA pitch.

The club, which has an Intermediate-level male senior football team, has included the installation of a wastewater treatment system, car parking, and other associated site development works. 

Na Rossa GAA had submitted various plans and alterations to their proposals to Donegal County Council since 2021, when the project was initially granted planning permission. June 2024 was the last time the club submitted an alteration to previous plans.

Peter Brannigan, of Brannigan Associates Chartered Building Associates, explained in the application’s cover letter that putting forward proposals to Donegal County Council again was due to funding grant complications, as the previous permission did not expire until July 2026.

He wrote: “The applicant is applying for grant funding, and the application process can extend into many months. 

“The funding authority has expressed concerns that the current planning permission could expire before the building is substantially complete and that compliance with planning could be compromised.

“For this reason, the applicant has instructed us to submit a new planning application to alleviate any concerns with the expiry date and extend the permission by five years.

“The application is identical to the previous application, and hopefully, this may be processed without too much difficulty.”

Donegal County Council judged the application to be in “accordance with the proper planning and sustainable development of the area,” and granted planning permission with nine conditions, with reasons given for traffic safety and orderly development.

The club were also advised of the necessity of obtaining a Fire Safety Certificate and a Disability Access Certificate.
