A new Donegal County Council webinar designed to assist homeowners, Competent Building Professionals, and contractors with submitting payment claims under the Enhanced Defective Concrete Blocks Grant Scheme has been launched.
The webinar provides practical guidance on the mandatory legislative requirements for payment claims and explains how to use the Donegal County Council Defective Concrete Blocks online portal, which many homeowners and professionals have found difficult to navigate.
Cllr Joy Beard has welcomed the release and said this is a practical support she has been pushing for, following repeated concerns raised by homeowners experiencing delays and confusion when submitting claims.
“I have been pushing for clearer, practical guidance for some time, because families are already under enough pressure without facing avoidable delays or rejected claims," she said. "This webinar should help homeowners and professionals better understand what is required and how to submit claims correctly.”
The webinar covers key areas including documentation requirements, certification by Competent Building Professionals, common issues that can delay payments, and step-by-step use of the online portal.
“This is a helpful step, and I hope it makes the process a little easier for those currently rebuilding. However, it does not change the reality that many families are still facing financial shortfalls and uncertainty. Practical supports must continue alongside meaningful improvements to the scheme itself.”
Cllr Beard encouraged homeowners, engineers and contractors engaged in remediation works to view and share the webinar.
She confirmed she will continue to advocate for simpler processes, quicker timelines and a scheme that genuinely works for homeowners affected by defective concrete blocks.
