The top-up of the Vacant Property Refurbishment Grant provides up to €40,000 in additional funding when entire former commercial buildings are converted into multiple residential units
New government measures aimed at converting vacant “above the shop” spaces into homes will help revitalise communities across Donegal, Minister of State for Sport and Postal Policy, Charlie McConalogue, has said.
The targeted initiatives, announced by Minister for Housing, Local Government and Heritage, James Browne, are designed to unlock unused spaces in towns and villages, turning derelict or empty commercial upper floors into high-quality residential units.

“By providing significant financial support to property owners, government is not just creating new homes - we are breathing life back into the heart of our towns and villages right across Donegal,” the Donegal Minister of State commented.
The new funding package includes the Vacant Above the Shop Grant, offering up to €135,000 for bringing vacant spaces into residential use while the ground - floor commercial element remains. A €5,000 Expert Advice Grant is available to help owners navigate the professional requirements of these conversions.

“This initiative is about removing the financial barriers that often prevent these projects from commencing. With total support packages reaching up to €140,000 in some cases, we are making it viable for owners to contribute to the local housing supply. This builds on the success of the Vacant Property Refurbishment Grant, which has already seen over 5,200 homes brought back into use nationwide.
“Government’s aim is to ensure our villages remain vibrant places to live, work, and raise a family. By repurposing existing buildings, we are protecting our heritage while delivering the modern housing our people need. I would encourage all eligible property owners in Donegal to explore these grants and help revitalise our local towns and villages."
