Gardai have begun an investigation after two men were discovered hiding in a lorry at Rosslare Europort in Co Wexford.
The two males were found during an immigration check and they are being medically assessed.
The driver of the lorry, a man in his 20s, has been arrested.
He is currently detained under Section 4 of the Criminal Justice Act 1984 at a station in the Wexford/Wicklow Garda Division.
Gardai have appealed to anyone with information to contact them.
