Calls for a 'comprehensive tree policy' in this Kildare municipal district

A Fianna Fáil councillor has called for a comprehensive tree policy “to direct private land owners to maintain shrubs and trees along public footpaths.”

Speaking at the October Clane Maynooth Municipal District meeting held last Friday, October 3, Cllr Donna Phelan said she believed the council needed to take “a more proactive approach”, and that simply issuing annual notices “just isn't enough.”

She said the issue of trees continues to be a “massive” issue in the constituency, with every member of the MD highlighting issues relating to trees.

Other local authorities provide grant aid and issue fines to landowners where there is failure to maintain hedges and trees along public roads and footpaths, she said, and asked if a similar model could be followed in Kildare to ensure greater compliance, while offering practical support.

She also asked if the council could provide grant schemes to residents associations to assist with hedge and tree cutting, particularly in estates and towns.

Cllr Phelan said she was asking the council if it had any plans for a comprehensive tree policy or strategy in this MD which would help set clear responsibility and guidance for private landowners, while also improving safety and accessibility along public routes.

A council official noted that the matter is on the Strategic Policy Committee (SPC) “for this year going into next year.”

A report issued by the council noted: “Work on a tree strategy has not commenced. The issue relating to the maintenance of shrubs and trees along footpaths is covered by the Roads Act.

“Notice to landowners under this legislation is issued by the Transportation Department and the Roads Area Offices. Additionally, an annual notice is also published to inform and remind landowners of their responsibilities in relation to roadside trees.”
