An Bord Pleanála has granted permission for the development of a new hotel and apartment blocks in Kilkenny City, subject to twenty conditions.
The proposed development was original submitted to Kilkenny County Council in 2020 and was revised in response to the local authority's request for further information.
The local authority subsequently made a decision to grant planning permission, subject to seventeen conditions, but that decision was appealed to An Bord Pleanála.
The development considered by An Bord Pleanála comprises, predominantly, of the demolition of existing structures on site and the construction of a mixed-use development comprising the following:
1) A five-storey hotel containing 154 bedrooms
2) Apartment Block A – A four-storey long-term apartment block accommodating 12 apartments (5 1-bed units and 7 2-bed units)
3) Apartment Block B – A four-storey apartment block accommodating 18 apartments
4) Apartment Block C – A four-storey apartment block comprising 19 apartments
An inspector from An Bord Pleanála visited the site following the appeal and in their report they recommended that permission be granted, subject to twenty-two conditions.
As stated in that report "it is considered that, subject to compliance with conditions, the proposed development would not seriously injure the amenities of the area or of property in the vicinity, would not have a significant adverse impact on the special character of the Patrick Street Architectural Conservation Area and would be acceptable in terms of traffic safety and convenience. The proposed development would, therefore, be in accordance with the proper planning and sustainable development of the area."
The Board agreed 'generally in accordance' with the inspector's recommendation and decided to grant planning permission, subject to twenty conditions, on June 22, 2023.
