Cllr Eugene McGuinness has slammed the behaviour of a small minority of cyclists in Kilkenny.
The city councillor raised the issue a recent meeting of the Joint Policing Committee following a presentation on the Active Travel Scheme.
"Some people have taken active travel to a whole new level in Kilkenny," he told committee members.
"Bikes are being cycled up streets in the city and people are being forced to jump out of the way," he added.
"A filming crew here in Kilkenny were recently abused by a group of kids on bikes."
Cllr McGuinness asked representatives from the gardaí and local authority if anything could be done to clamp down on this behaviour.
He was informed that cycling on footpaths is illegal but that it can often be difficult to monitor or catch those in the act if there are no gardaí patrolling nearby.
Gardaí urge local people to report such behaviour as quickly as possible.
