Cllr Aidan Mullins says the estate was built 15 years ago
People living in a big Portarlington estate are extremely frustrated that Laois County Council has still not taken responsibility for their streets lights, paths, and roads, according to a councillor who is also exasperated by the delays.
Cllr Aidan Mullins, Sinn Féin, raised the issue of the Glen with local authority officials at a recent meeting. He called for an update on the Taking in Charge of the estate which is part of the Kilnacourt development.
Taking in charge is a legal process that sees responsibility for certain public areas, structures and services in a private residential development or estates transferred to a local authority.
Evelyn Brownrigg, AO, in the council’s Planning Department, replied in writing.
“Whilst the required repairs have been carried out to footpaths and sections of road surface over the past 12 months, we are still awaiting the submission of “as built drawings” and updated CCTV survey of the foul and storm water networks.
“In the event that these are not forthcoming by mid-March, the Council will prepare the as-constructed drawings and update the CCTV survey and advance the Taking in Charge of same,” she said.
Cllr Mullins was frustrated by the reply
“It’s a big estate that’s part of Kilnacourt which was finished 15 years ago and yet the response is that we are waiting on this and waiting on that,” he said.
Cllr Mullins said the developer had co-operated with the council so he he said he could not understand the further delay which frustrated people living in the estate most of all.
He said they have been constantly contacting the council to get updates.
“Residents at their wit’s end…they just don’t understand why it has not happened. It is very frustrating for the residents and I just hope that by mid-March the council is going to step in,” he said.
Cllr PJ Kelly, Fine Gael, agreed adding that mid-March must be the deadline.
The issue was raised at the Portarlington Graiguecullen Municipal District meeting held in Portlaoise recently.
