A developer is seeking more time from Laois County Council to finish a major housing project in Portarlington that was hit by a series of delays due to the pandemic.
Randelswood Holdings Ltd has applied for an extension of duration to their planning application to build almost 100 new homes at Bishopswood Road.
In a letter to the local authority the developer outlines how it was unable to finish the project within the five year timeline because of restrictions associated with Covid-19 and the knock-on effects faced by the construction industry.
"The pandemic disrupted progress and re-establishing the site after the initial restrictions proved challenging. Just as preparations to resume work were underway, the second and third waves of restrictions further delayed the project. These setbacks have made it difficult for the applicant to finish within the permitted timeframe," the planning document outlined.
"Following the ease of restrictions due to Covid-19 further issues arose that have increased the delay such as the availability of contractors to tender for a project of this size, the site conditions proving to be more difficult than normal and procuring the construction material was challenging during and post-Covid."

Outlining the progress to date the application said 24 of the houses have been fully weathered meaning the external structures are now sealed and protected against weather conditions. Six houses' construction has progressed up to roof level and windows have been installed.
Twelve houses have the external walls fully constructed and roof trusses have been installed on the wall plates. 32 houses have ground floor slabs poured and completed. Additionally, footpaths surrounding these houses have been constructed. Ten of the houses have foundations fully completed.
It is anticipated that all houses will be up to the eaves level by March 2025 and the project will be fully weathered by May 2025. The interiors of the buildings are to be programmed and will be completed by November 2025. The roads will be finished by December 2025. The site services including landscaping, utility connections and external infrastructure will be completed by April 2026, ensuring the project is ready for handover, according to the applicant. An extension of duration is being sought for one year to bring the planning permission up to May, 29, 2026.
"These 97 residential units are much-needed new residential units in the current housing crisis," said the applicant.
A decision is due to be made by the Council planners by February 21, 2025.
