Leitrim County Council, in partnership with Roscommon County Council, Transport Infrastructure Ireland and the Department of Transport are committed to developing the N4 Carrick-on-Shannon to Dromod Project.
Arup are the appointed Technical Advisors to advance the project through the planning and design phases. The project is being managed by the Roscommon National Regional Roads Office on behalf of Leitrim County Council.
The project is a priority investment in the Government’s National Development Plan 2021-2030.
The N4 national primary road, from Dublin to Sligo, is a strategic corridor which connects Dublin to the northwest and border counties.
As part of Phase 3 Design and Environmental Evaluation stage, the Project has now been developed in more detail with a preferred route alignment and junction strategy now identified for the 5.8km bypass section of the N4 transport corridor between the Drumharlow townland west of Carrick-on-Shannon and the Lisseeghan townland east of Carrick-on-Shannon.
Active travel and demand management measures have been developed for the section of the existing N4 that passes through Carrick-on-Shannon and Cortober. A new urban street has also been designed to the northeast of Carrick-on-Shannon, providing improved connectivity without the need to cross through the urban area of the town.
The first public display of the Preferred Transport Solution was held in May 2022 and public feedback was received. Following consideration of the public feedback and completion of a detailed appraisal, the Phase 2 Options Selection stage of the project was concluded and the Options Selection Report published in May 2023.
The Preferred Transport Solution included a combination of active travel measures for walking and cycling, improvements to public transport, the introduction of demand management measures, and an upgrade of existing road infrastructure along with new road infrastructure for the communities along this section of the N4 transport corridor.
Following completion of the Phase 2 Options Selection stage, the Project has now progressed into the Phase 3 Design and Environmental Evaluation stage.
However, it is noted that the bypass element of the N4 Carrick-on-Shannon to Dromod Project is being prioritised for the Design and Environmental Evaluation stage which will include a new urban street, a demand management component, an active travel component, a road component comprising the bypass itself and a public transport component.
This aligns with the 2023 Grant Allocations to Local Authorities for National Roads, Active Travel and Greenways, the objectives of the Climate Action Plan 2023, other national policies, and the terms and conditions set by the Minister for Transport pursuant to the Roads Acts 1993 to 2015.

Public Display – Detailed Transport Solution
The Project Team will be hosting an in-person Public Display of the Project on Wednesday, 20 March, 2024 from 12.00 noon to 8pm, in The Landmark Hotel, Carrick-on-Shannon, Co. Leitrim, N41 N9W4.
Details of the Project will also be available on the project website www.carrickdromod.ie including information boards, maps, and an interactive webmap.
The Public Display material including the maps will be available to view in Leitrim County Council Offices at Áras an Chontae, St. George's Terrace, Carrick-on-Shannon, Co. Leitrim, N41 PF67, from 21 March 2024 until 12 April 2024.
Property owners along the corridor for the road component of the Project will be notified by post and invited to consult with the project team, either in-person, or by online or telephone meetings.
