The orange-level alert will remain in place from 10am until 9pm, with forecasters warning of very strong to gale force southerly winds and a risk of flooding in vulnerable areas.
The incoming storm may lead to flooding of low-lying coastal locations, wave overtopping along exposed shorelines and difficult travel conditions for motorists.
Loose outdoor items could be displaced in high winds, outdoor events may be affected, and there is a possibility of power outages during the warning period. Officials are asking residents to take precautions by securing their property and to exercise care when travelling.
While Tipperary is among the counties likely to be impacted, the weather system is also expected to affect Cavan, Donegal, Monaghan, Clare, Limerick, Connacht, Longford, Offaly and Westmeath.
