Residents of Tipperary are being invited to provide feedback on a significant overhaul of parking charges and permits across the county’s nine towns.

The public consultation opened yesterday, 12 January 2026, and will run for a month, with submissions accepted until 4.30pm on Friday 27 February.
The proposed Harmonised Parking Bye-Laws 2026 aim to replace the nine separate systems currently in operation with a single, county-wide framework.
According to Tipperary County Council, the objective is to create a fair, consistent, and modern parking system while supporting local town centres.
Under the new plan, towns will be divided into three tiers. Clonmel forms Tier 1, Thurles and Nenagh are placed in Tier 2, and Roscrea, Templemore, Tipperary Town, Cashel, Cahir, and Carrick-on-Suir make up Tier 3. Charges will be aligned within each tier to reflect the size and character of the towns.
The proposals include a formal 20-minute free parking period in short and medium-stay zones and standardised maps of all paid parking areas.
The council has said off-street parking will remain cheaper than on-street options to encourage use of less congested areas. Standardised permits will cover residents, older residents, visitors, students, carers, businesses, camper vans, and temporary users.
Independent Councillors have urged local residents to examine the plans and make submissions. Calls for harmonisation have been led by Clonmel councillors in the hope of lowering charges for drivers.
They highlighted the resentment among Clonmel residents over high parking charges and expressed disappointment that the proposed changes may not reduce costs in the town.
The council intends to review public feedback and seek agreement from County Councillors before implementing the new system. All signage, payment facilities, and road markings are expected to be in place by September 1, 2026.
