This derelict property on High Street is to be purchased by Offaly County Council
An Coimisiún Pleanála has given consent to Offaly County Council to compulsory purchase a derelict site at 22, High Street in Tullamore.
An Coimisiún said that ''having regard to the derelict condition of the structure and to the neglected, unsightly and objectionable state of the land and structure and having considered the objection made to the compulsory acquisition ...it is considered that the site detracts to a material degree from the amenity, character and appearance of land in the neighbourhood and, therefore, comes within the An Bord Pleanala's definition of a derelict site as defined in sections of the Derelict Sites Act, 1990, as amended, and that the compulsory acquisition of the site by the local authority is necessary in order to render the site non-derelict and to prevent it from continuing to be a derelict site.''
During the examination of the property, by the Commission inspector it was noted that the roof was in a ''state of partial collapse with plant growth in the rainwater goods and along the roof edge.''
The harling and paintwork on the front of the property was ''in a poor state of repair with cracks, partial detachment, and staining.''
A number of notices were served on the owner of the premises advising of the intention by Offaly County Council to compulsory acquire the property. The notices invited submissions on or before March 28 2025.
An objection to the proposed acquisition was submitted to Offaly County Council by the owner who runs an adjacent business. The landlord said the two properties were merged and part of number 22 was for the business. The owner also said he was transferring ownership to his daughter who planned to develop accomodation and a business.
A design was submitted to Offaly County Council regarding the development of the site which was to provide a three bedroom dwelling and a sauna/spa business in the rear yard. The wellness facility would serve as a social hub promoting relaxation, wellness and community interaction. A description of the renovation and other proposed works were provided. The objective was to restore and revitalise the derelict building, in addition to providing a new dwelling and a sauna/spa business, to improve the aesthetic appearance of Tullamore, High Street whilst establishing a local business and contributing to the community.

However, no plans were submitted to the local planning authority and the property continued to deteriorate. The Council then received complaints of slates falling off the roof.
Offaly County Council requested the consent of the Commission to purchase the property on April 25, 2025 and received permission this week.
