The bridge was closed while fire crews tackled the blaze on Lower Friarton Road.
The public was advised to avoid the area if possible because of the smoke, and nearby residents were urged to keep their windows closed.
Fire crews remain in attendance.
A spokesperson for the Scottish Fire and Rescue Service said: “We are still on scene at the recycling centre at Lower Friarton Road.
We have two appliances and two special appliances in attendance.”
