Holyrood’s Finance Committee convener has told the Government its plans to unveil the next Scottish Budget on January 15 “presents difficulties” for MSPs who will scrutinise the plans.
SNP MSP Kenneth Gibson told Finance Secretary Shona Robison her preferred date was “very late”, and asked her to come to Holyrood sooner to set out her tax and spending plans.
The Finance Secretary told MSPs she was “minded” to unveil her draft Budget for 2026-27 on Thursday January 15.
While the Scottish Budget is usually announced before Christmas, Ms Robison said this was not possible this year because the UK Government’s Budget is due to be delivered on November 26 by Chancellor Rachel Reeves.
Mr Gibson told Ms Robison that having the Scottish Budget on a Thursday was a “terrible day”.
He said while the Westminster Budget being delivered in late November presents “difficulties” for the Scottish Government, it “also presents difficulties for the committee in terms of scrutiny”.
Mr Gibson told the Finance Secretary: “The 15th is very late, it’s a Thursday, it would only give the committee the following Tuesday to cobble together some kind of scrutiny.”
He also told Ms Robison: “I think if we were to have the draft Budget on Wednesday January 7, a week and a day earlier than is being suggested, it would allow for at least more effective scrutiny.”
He urged her to consider the change, adding that “the truncating of scrutiny would be very disappointing for the committee”.
Scottish Government official Alasdair Black said if ministers were to bring the Budget a week earlier, details for the tax and spending plans would need to be confirmed “during the Christmas recess period, which would be challenging”.
He added: “It is possible, but it is important for members to be aware of that.”
Ms Robison said she was “up for” considering if she could deliver the draft Budget earlier in the week commencing January 12, which she said “could be a compromise”, adding: “I am not wedded to it being a Thursday, for sure.”
