The incident in a car park in Luss on the shores of Loch Lomond in Argyll and Bute was reported to police at around 1am on Saturday September 27.
Police said that following a “comprehensive” investigation, all lines of inquiry have been looked at and there will be no further action.
Detective Inspector Julie Clisby said: “We want to thank all of those who came forward with information and we are content that no sexual crime has occurred.
“Anyone who has been a victim of sexual crime can always contact police, we take every report seriously and will investigate thoroughly.”
