Council proposes new homes in Rathcabbin under part 8 process

Tipperary County Council has announced plans to construct seven new local authority homes in Derry, Rathcabbin, Tipperary, as part of a Part 8 planning process under the Planning and Development Acts.

The proposed development comprises a mix of housing types, including four three-bedroom two-storey houses, two two-bedroom single-storey houses and one three-bedroom single-storey house. The scheme also includes a new site entrance and access roadway, footpaths, car parking, bin storage areas, boundary treatments, landscaping, drainage connections and all associated site works.

The council has confirmed that the project has undergone Appropriate Assessment screening in accordance with the EU Habitats Directive. This screening concluded that the development is not likely to result in significant or indeterminate impacts on any Natura 2000 sites. A preliminary environmental examination has also been carried out, with the planning authority determining that an Environmental Impact Assessment (EIA) is not required for the scheme.

Plans and full particulars of the proposed development, including the Appropriate Assessment Screening Report and EIA Screening Report, will be available for public inspection from 14 January to 18 February 2026. Documentation can be viewed online at planning.localgov.ie or in person at Tipperary County Council Civic Offices in Clonmel and Nenagh during normal opening hours.

Members of the public are invited to make submissions or observations on the proposal, focusing on the proper planning and sustainable development of the area. Submissions must be made in writing to the Director of Services for Housing at Tipperary County Council or submitted online via the planning portal, and must be received by close of business on 5 March 2026.

In addition, any person may apply to An Coimisiún Pleanála within four weeks of the date of the notice for a screening determination on whether the development would be likely to have significant effects on the environment.

The proposal forms part of Tipperary County Council’s ongoing programme to deliver new housing to meet local demand across the county.
