The 21-year-old Northern Irish forward, who played his youth football with Burnley and Glentoran, arrives at Waterford having scored nine goals in the English National League with Altrincham this season.
Meanwhile, attacker Junior Quitirna has left the club while he addresses ongoing visa issues. The 22-year-old has signed a short-term loan deal with Altrincham after joining Fleetwood.
Waterford FC said: "While the club are hugely disappointed Junior will not be available for the early part of the season, our relationship with sister club Fleetwood Town has allowed the Blues to facilitate a move back to his native U.K. while issues are resolved.
"We are confident Junior will be able to return to the RSC in the future."
Danny Searle's side drew 1-1 with Cobh Ramblers in a pre-season encounter last night.
