Permission granted for new Waterford housing estate as ‘masterplan’ continues apace

Planning permission has been granted for the construction of a new housing estate in Waterford city.

The application, which was submitted by Kilbarry Developments Ltd, details plans for a 99 residential units at an address of Lacken, Kilbarry.

The proposed development will consist of 57 houses and three apartment blocks consisting of 42 apartments in total.

There will be 30 three-bedroom two-storey semi-detached houses, one three-bedroom two-storey detached house, 22 four-bedroom two-storey semi-detached houses and four four-bedroom two-storey terraced houses.

The apartment blocks will consist of 18 two-bedroom apartments and 24 one-bedroom apartments.

The development will also include the provision of two pedestrian and vehicular access points from the existing Kilbarry LIHAF Road.

Foul and surface drainage works, water main connections and landscaping and boundary treatments will also be undertaken.

There is also provision for the construction of car parking and bicycle parking, public lighting and all associated site works.

The plans are understood to form part of an ‘overall masterplan’ for the area, with this being Phase 7 of the development.

A development design statement on the housing project was prepared by WhiteBox Developments.

It stated: “The area of Kilbarry represents an extraordinary opportunity to create a residential development of exceptional quality in an area of the town which continues to benefit from a programme of transformation.

“The brief for this development was to design a residential development which is in keeping with its surroundings and be respectful to the area.

“This residential development has the ability to create a striking and positive contribution to the local area of Kilbarry and surrounding areas.

“We believe the proposed scheme adds quality much needed housing to the area of Kilbarry. The scheme delivers a variety of house styles, types and sizes that have been designed to suit the area of Kilbarry.”

In 2018, Kilbarry Developments Ltd received planning permission to build 90 residential units in the same area.

This estate has since been constructed and is today known as Brindle Close.

Meanwhile, Vetra Construction Ltd has submitted plans for another 99 dwellings in the Kilbarry area.

That application was submitted on November 4 and a decision by Waterford City and County Council is expected by January 7, 2026.
