HIQA conducted unannounced inspection on Abbey Village Group Homes

Centre 'required improvements' in categories ranked as 'substantially compliant' despite praise

A Donegal care home was praised by the Health Information and Quality Authority (HIQA) for providing “person-centred care and support, and that the training and supports given to staff promoted a rights-based culture.”

Abbey Village Group Homes had an unannounced inspection by HIQA on April 15, and was found to have been compliant or substantially compliant in all the regulations that it was judged on.

The care centre itself provides full-time residential care and support to 15 adults with a disability, and comprises of three, five-bedded bungalows.

HIQA said that Abbey Village Community Group Homes aimed to “provide residential services where each resident is cared for using person-centred planning in close partnership with the resident, carers and families, thus empowering each resident to live full lives within the community in which they live.

Lead Inspector, Angela McCormack, and Support, Úna McDermott, found the designated centre to be compliant in five categories being training and staff development, communication, individual assessment and personal plan, positive behavioural support, and protection.

The two categories the inspectors found the designated centre to be substantially compliant were governance and management, and residents’ rights.

A judgement of substantially compliant means that the provider has generally met the requirements of the regulation, but some action is required to be fully compliant, and is normally seen as being low risk.

Inspectors found that the designated centre “required improvements to ensure that residents’ personal information is protected at all times,” but, “notwithstanding that, within the centre, inspectors observed that residents were treated in a respectful manner and that their unique personalities and life choices were respected.”

In response to the two substantially compliant regulations, Abbey Village Group Homes responded that “the Director of Nursing” will share the learning… at the next Senior Management Governance meeting… to minimise the likelihood of this reoccuring.”
