Permission refused for conversion of old Waterford car wash into drive-thru coffee shop

Waterford City and County has rejected the development which was planned for the Ardkeen Shopping Centre
Planning permission has been refused for the proposed conversion of an old car wash in Waterford city into a drive-thru coffee shop.
Waterford City and County has rejected the development which was planned for an address of Ardkeen Shopping Centre, Dunmore Road.
The development would have seen the former site of Noel’s Car Wash become the location of a drive-thru coffee kiosk.
The application sought to construct a timber clad kiosk unit from which to serve takeaway coffee.
A way-finding totem and signage would have been installed and all the remaining car wash infrastructure and equipment would have been removed.
The existing drive-through arrangements, long established by the former car wash use, would have been repurposed with no proposed changes to traffic flow.
The application included modest landscaping of the site's boundary edges, comprising the removal of the existing wall and glazed car wash screen.
They would have been replaced with a visually permeable low level timber fin fence with associated upgrades to surface finishes and planting.
Staff use of the existing commercial toilet/welfare provisions would have continued.
The proposal also included all necessary external site works.
The planning application was submitted by Ardkeen Superstores Ltd on August 4.
Waterford City and County Council refused permission for the development on Tuesday, November 3.
One condition was attached to the decision. However, the Notification of Decision letter has yet to be published to the council’s website.
As a result, the official reason for the refusal is unclear at this stage.
