Waterford’s North Quays development on hold as council requests further information

Waterford City and County Council has requested further information in relation to a number of proposed changes to the project
The proposed residential and retail development on the North Quays in Waterford city is on hold.
Waterford City and County Council has requested further information in relation to a number of proposed changes to the project.
A revised planning application, which was submitted on February 27, detailed plans for the construction of additional apartments at the site.
The council has since raised concerns over a basement area of the development, which has dropped by three metres in some areas.
Clarity has also been sought over the provision of communal space, storage areas and bicycle parking spaces.
Harcourt Development previously stated that the revised application was to bring the development in line with new apartment guidelines.
The updated planning application includes an additional 80 apartments, which would bring the number of planned apartments at the site to 430.
The number of one-bed apartments would more than double, with 228 envisaged, as opposed to the original plan for 106.
The number of two-bed four-person apartments would also increase, going from 175 to 195.
However, there is set to be a reduction in two-bed three-person apartments, with just seven now planned, as opposed to the original 32.
Meanwhile, the plans for 37 three-bedroom apartments have been dropped completely.
Under the plans, the total area of the development would increase to 34,239 square units.
While there are minor changes to the external façade of the buildings proposed, all units will retain private balconies or terraces for ground floor units.
Plans for a hotel, retail units and office space also remain unchanged.
Harcourt Development was originally granted planning permission for the project in April of last year.
At the time, it was envisaged that construction of the development would get underway in the first half of this year.
However, that is unlikely to be the case in the context of the planning application’s current status.
In its most recent update, Waterford City and County Council said that subject to planning, it is anticipated that works will commence on site in the second half of 2026.
