Part of the main parking zone at the pier car park in Donegal Town is underwater.
The area in front of the tourist office is worst hit, with water pumping down the embankment from the top of Quay Brae.
At time of posting, floodwater was continuing to rise, and people who had parked there for the day were arriving to move their cars.
The matter has been reported to Donegal County Council.
