Louth County Council November meeting

Of the 27 planning decisions made by Louth County Council that were appealed to An Bord Pleanála (ABP) between January and 31 August this year, just three were overturned by ABP, the local authority has confirmed.

The figures were provided in response to a question put to Louth County Council ahead of the November meeting by Cllr Conor Keelan.

Cllr Keelan asked the local authority, "since 2019 how many planning decisions of LCC have been over-ruled by An Bord Pleanála and could we have a breakdown of decision in each case?"

Replying to Cllr Keelan, Thomas McEvoy, Director of Services, Strategic Economic Development, gave a breakdown for each year, which included if it was in relation to: an individual house; housing development; Other: not requiring EIA (Environmental impact assessment); and Other: requiring EIA.

Between 1 January 2023 and 31 August 2023, 27 cases were in front of ABP - ten in relation to housing developments; four in relation to individuals; and 13 in relation to Other: not requiring EIA. The three cases this year that were overturned all related to Other: not requiring EIA.

In 2022, out of 41 cases, seven were overturned. Three cases were in relation to housing developments, with one overturned. 22 were in relation to individual houses, with three overturned. 16 were in relation to Other: not requiring EIA, and three were overturned.

The figures for the years 2019 to 2021 are below:

Category 2019 2020 2021
Housing development 1 out of 5 2 out of 7 4 out of 9
Individual house 1 out of 4 1 out of 7 2 out of 6
