Surveillance plan for recycle centres in Limerick

Council in bid to stamp out illegal dumping
LIMERICK City and County Council is planning to install cameras at recycling facilities in a bid to stamp out illegal dumping.
The local authority has opened a public consultation to seek the public’s views on the measure.
It has identified 10 bring banks across Limerick which it wants captured on closed-circuit television (CCTV).
Six of these are located in the city - at Milford in Castletroy, Dock Road in the centre, and Coonagh Road on the northside.
On the southside, recycling facilities which are being earmarked for surveillance are located at the Roxboro Shopping Centre and at Galvone Road.

Finally, a recycle centre located near the St Mary’s Park community is also proposed to be used.
This bring bank and the one at Galvone Road are already covered by cameras.
It means there will be eight new CCTV schemes, with the remaining two repurposed.
Council has said that footage will only be used “where it is justifiable and proportionate to do so and where there is evidence of persistent littering or illegal dumping.”
Council notes that monitoring will only be undertaken at schemes where community cameras are being re-purposed for waste and litter enforcement and where monitoring is also being done by trained personnel who are garda vetted.
There will be no live monitoring, but recordings will be retained for 28 days.
“The cameras will record footage that may be used as evidence for enforcement proceedings under the Waste and Litter Acts,” council stated.
The public are being invited to have their say on the introduction of these new cameras, with the consultation open between now and Saturday, September 7 next.
