Bring Bank to return to road in Tullamore after being removed due to continuous illegal dumping of rubbish

CCTV will be installed prior to the return of the Bring Bank in Tullamore and it will be run as a pilot project.
The bring-bank on the Daingean Road in Tullamore is to be brought back. The facility was removed on January 16, last due to continuous illegal dumping of rubbish at the site.
At the July meeting of Tullamore Municipal District, Mark Mahon,Senior Engineer - Climate Action, Environment & Water Services at Offaly County Council, said the bring banks were being reinstated.
Councillor Aoife Masterson, asked what would be different this time to prevent people from dumping rubbish around the bring banks.
Mr Mahon said CCTV will be installed prior to their return and it will be run as a pilot project.
He described the installation of CCTV as ''a very complex issue'' and added that the council can't just stick up a camera with the rules surrounding GDPR [General Data Protection Regulation] and the balance of people's privacy rights along with the management of data. He said there are three codes of practice: one for waste, one for litter and one for mobile devices.
''We are working through them. We have established an oversight board. We are obliged to set up structures and set up a lot of processes, in order to justify CCTV. There is a significant body of work.''
On a positive note Mr Mahon said that the dumping of bottles has reduced since the bottle return scheme.
