According to Met Éireann, potential impacts of this week's bad weather include localised flooding, wave overtopping and difficult travelling conditions in places.
All road users are being urged to exercise caution if travelling while the weather warnings are in place.
Crews from Waterford City and County Council have been placed on standby and will be deployed, if necessary.
In its latest forecast for Munster, Met Éireann says it will be "mostly cloudy and damp this afternoon with mist and outbreaks of rain or drizzle, heavy at times in the southwest where localised flooding is possible."
It adds: "It will breezy, with moderate to fresh southwesterly winds, strong in western areas. Highs of 10 to 13 degrees. Coastal flooding is possible due to unusually high tides.
