ALERT: Carlow people urged to watch out for rough sleepers as temperatures plummet
A homeless person can avail of an overnight bed during the winter months from Carlow County Council
Carlow County Council is urging anyone who notices a homeless person rough sleeping in Carlow to contact them.
Homeless services by Carlow County Council have extended their Cold Weather Protocol from November 1st, 2026 to March 31st, 2027.
With the assistance of funding provided by the Department of Housing, Local Government and Heritage and in accordance with the South East Regional Homeless Action Plan, Carlow County Council is operating a cold weather initiative for anyone that is homeless and rough sleeping.
This scheme operates throughout the winter period and any person that is rough sleeping may contact Carlow County Council to avail of an overnight bed during the winter period.
Anyone that is rough sleeping should make contact with homeless services by email to [email protected] or during office hours phone 0599172496 .
After office hours phone 059 9170300. If any member of the public sees a person rough sleeping they may report this and a member of the homeless services team will investigate.
The homeless team will also actively carry out patrols in the town areas and make contact with homeless people at risk during extreme weather.
Carlow County has a dedicated Homeless Team that provides a range of supports.
If you consider that you are homeless, a PASS Form must be filled in and submitted to [email protected].
You can also contact 059 9170300 or call to the offices of Carlow County Council from Monday to Friday, 9.30 am – 5 pm.
The application will be assessed by a member of the Homeless Team who will make contact within 24 hours.
To be regarded as homeless, the team will consider if the individual can provide accommodation from their own resources and has no other accommodation available that they might be reasonably expected to occupy.
Following the assessment the team will be in contact to discuss emergency/housing options and a full assessment will be carried out.
