Application sought 10 modular holiday units in Glenvar

Donegal County Council has refused planning permission for the construction of 10 modular holiday units in the Fanad Peninsula.

The applicant, Michael O’Driscoll, had submitted the application for the modular holiday units, which also involved the deconstruction and removal of an existing commercial building.

Proposals had been planned to be located at a site in Tirlaydon, Glenvar, with the refused modular holiday units to neighbour St Mary’s Church in Glenvar.

Donegal County Council provided six reasons for why they refused planning permission for the application, including that the prefabricated or modular holiday accommodation units were not permitted in rural areas and were contrary to the County Donegal Development Plan 2024-2030.

It was also considered that the proposed development would adversely impact “on the scenic quality, visual amenities and rural character of the area, would give rise to noise and disturbance detrimental to residential amenity.”

Furthermore, the nature of short-term tourist accommodation, and the inclusion of external decking and hot tubs, “would give rise to noise, disturbance and an intensity of use that would be detrimental to the residential amenities of adjoining properties.”

There was also regard given to the proximity of St Mary’s Catholic Church, where it was considered that the proposed development would “by reason of its scale, design, layout and associated activity, detract from the setting and character of this structure.”

Finally, the Planning Authority were not satisfied that the site could accommodate a suitable wastewater treatment system, and that safe and adequate access to serve the proposed development could be achieved.

An appeal against the decision may be made within four weeks of the decision to An Coimisiún Pleanála.
