Permission granted for 13 homes at Moville’s Riverwood estate, subject to 20 conditions.

Planning permission has been granted to complete 13 houses at a Moville housing estate, almost 20 years after permission was first granted for the wider development.

Lemacrossan Investments Ltd applied to Donegal County Council to complete construction of the homes at Riverwood estate in Gulladuff, on the Malin Road just outside Moville.

The houses form part of a larger development of 35 homes for which planning permission was granted to Paddy Curran in February 2006.

A construction and traffic management plan submitted as part of the latest application outlined that construction of the 13 houses would take approximately one to two years following the granting of permission.

As part of the development, Lemacrossan Investments Ltd will also carry out repairs to the existing wastewater treatment system serving the estate.

Donegal County Council granted planning permission subject to 20 conditions governing the construction, infrastructure, future use and completion of the development.

One condition specifies that the houses must be used as permanent residences and cannot be used as holiday homes or for short-term letting unless separately authorised by planning permission.

The Council has also stipulated that all infrastructure required to support the development must be completed before any house is occupied. This includes utility connections, open spaces, public lighting, footpaths, cycleways, bus stops and other necessary neighbourhood facilities.

Traffic-calming measures, road signage and road markings must also be installed and completed in consultation with the Council's Roads Executive Engineer before the first house is occupied.

Construction activity for the development will be restricted to between 8am and 6pm from Monday to Friday and 9am to 4pm on Saturdays. No construction work will be permitted on Sundays or public holidays.

The planning authority also requires the developer to provide financial security to the Council before work begins to ensure that the roads, sewers, water supply, footpaths, public lighting, open spaces and other infrastructure are completed. The specified amount is €5,000 per house.

Another condition requires the developer to enter into an agreement with Donegal County Council restricting the first occupation of the homes to individual purchasers or people qualifying for social, affordable or cost-rental housing, rather than corporate entities.
